I've only just got into Adwords and am still testing, i have manged to get an ad to 2% CTR directing to a simple comparison landing page, with a text link to an Apple offer.

If i redirect this landing page to the offer directly....

Will Google BAN ME? DISABLE the ad? or not notice? :(

They most likely would lower your quality score. If you tried to cloak them and they found out they could ban you.

I see so you need to have some contents on it, not just direct to the offer.. is this rule also applicable to yahoo, bing and other search engine?

This could backfire. If/when google checks that the destination url is correct they may well be very displeased to find it is not.
