[GET PAID] Need Basic Website set up

I have no idea how to set up a website, so that's good news for you!

I need just a basic generic looking site, use a template or whatever. But this part I can't do, set up a login/sign up page + Have a page were it records a the person when logged in going to a sight filling out a survey, then put a number up as earnings. Kind of like a survey scout deal. ALSO if someone puts in that they were reffered by xxxx, then xxxx is credited [blank] dollars.
