Well, its getting more and more difficult for webmasters to get backlinks using white hat method. Reciprocal links dont work, forum links, blog comment, blog network all are nulled. But whats shining nowadays, backlink from shared content from social media sites. If Google find someone talking about your site on Google Plus netowrk, on facebook, twitter etc they ought to value this. I myself is coding some apps for generating social media backlinks from social media platforms. If you were trying to create a campaign for adding twitter followers you need to give full url to the profile. But if you were interested in retweet links just set your title (tweet message) and any link you want to promote.
