1. There are less than 10 backlinks to other sites on the target backlink website.
2. PR is expected to be around 3 to 5
3. There is no content or links about illegal products, service or contents
4. The target backlink website was never punished by Google
5. Most of the content on target backlink website is related to fashion
How can I get those backlinks?

Actually I don't care - but the one page I looked at has already been ruined with spammy comments and f**ked up html gone wrong.

Nice of you to share OP but some people will never learn, change, improve or make an effort to keep things clean so unfortunately it's just a waste of time. The blog owner will no doubt remove everything as soon as they notice.

Best keep these things private in future I would think.

 

Link to your competitors on these links. Google will surely see them and act appropriately.
