German Mobile Data Provider for Mobile Proxy

Im thinking about making my own mobile proxy but im not sure what provider to use. I heard that some use static ips. I need one where i can change my ip at least every 30m. Which provider in germany could be suitable for that?

Yes, It is possible, But you need to use paid software
 
most german mobile telcos use ipv6 with fixed v6 IPs or at least long-lasting v6 IPs.

this is partly correct using a rotating German proxy would get you
a new ip with each action .
