I see many seo services offering thousands of blog comments as tier 2 or 3 links in a matter of days, so its obviously not done manually. Is there some sort of tool we can use to generate all these links on our own with our preferred anchor text? I'm talking about blog comments of pages like these

Scrapebox or GSA SER should do the trick.

Also Xrumer is another good piece of software but it's not cheap.

Scrapebox and GSA is all you need, Also start investing in buying link packs, servers and good dedicated proxies and then it's easy on the tier 2/3 links.

As others said already - Scrapebox or GSA will do the job and then some - if the job is blog comments. However, if you really want a natural looking profile, I would go after moderated comments where Google doesn't see all kinds of anchors linking out.
