Fully Verified No Limit PayPal account w/ SSN already on it...

Seen some merchants providing PP accounts already fully verified with no limits.
Just wanted to know how they're doing this?

Is there any other way other than them using a REAL number?
Or potentially even taking someone elses?

I just want to know because if this is the case i will not do it.
