I assume that can be done in any country, where you can open an EUR currency or foreign currency account.

So it's practically the EU Monetary Union (where EUR is the currency) plus other EU countries which are part of the EU, but not the monetary union like the UK (brexit lol), Hungary etc. and a few other countries, which are not part of the EU, but have close economic relationship to it such as the EFTA countries.

But i think that's not even everything. If i want, i can open an USD or even JPY foreign currency account where i live in Central EU, so i suppose people outside Europe can open an EUR foreign currency account, i guess not in every country, but in several countries.

So this is a tricky one, i don't think that you'll find a list like that anywhere, you need to put it together yourself piece by piece.

You simply need multi currency accounts, means an account for EUR to receive Euro and a USD account to received USD. Ask your bank to open an account in the currency you need then point your PayPal payouts to this EURO account and done! No big deal at all!

The problem may be that if you opened the PAYPAL account from an NON EUR country they will convert it to your local currency regardless of the fact you have an EURO account linked to the PP account. I have seen that too!
