Not exactly strong links because most of the time your link will be placed on a separate low authority page so you won't get any benefit from the high PA homepage. Much like publishing web 2.0s.

This is horrible advice for the white hat section.

In fact, these are just the type of irrelevant, spammy looking links that you should avoid at all costs if you actually want to keep any degree of white hat appearance what so ever.

Sure, some links will 'help' you in terms of serps in the short term - but calling this something good for white hat SEO is a joke at best.

And just as another poster pointed out, the links will be on PR0 pages. The pages themselves may have some inherent PA/PR but that would simply be from internal links... certainly not enough to create the spam and then pretend to think you are white hat.

Regardless of some of these comments, I think there's still value in links of this sort. Maybe not huge value, but they help regardless. I recently bought a Fiverr package for high PR sites, which really amounted to profile links on sites with high PA/DA home pages. I got about ten links for $5 and used my money keyword as the anchor text. Lo and behold when I checked Google Analytics for any results, starting on the day my work was delivered I began getting a significant increase in visits for the keyword and its variations.

I wouldn't go balls to the wall building links like these but a few here and there can't hurt.
