Cool Template is a free online tool that will let you create as many web templates as you could possibly wish. You can use this browser-based tool in order to come up with custom backgrounds, buttons, borders with transparency, shadows and gradients. There are more than 60 different color schemes to choose from, and you can also upload your own backgrounds and images to be used as part of the templates that you intend to create.
