Are free domains, e.g-co.cc, really useful in ranking? Can this domain have high PR? I never see this short of domain with high PR or in first 20 result on google search.

they should be able to rank fine. Normal SEO rules would apply just like trying to get any other site to rank well.

I've never seen co.cc, but you might want to use .tk cause I often see them ranking well.
