Just tried that. Tried to register one of those deleted domains. Yes, the unregistered domain is available, so if they delete it, you can register it with any other registrar. It seems like it becomes available almost immediately after they send you that "letter of happiness"

I haven't done that as I don't need these domains for long; I use them for fast cash.
