At the request of our users, we have added 3 modes for IP/ASN whitelisting:
1. Allow traffic ONLY from whitelisted addresses
2. Skip check for whitelisted addresses
3. Allow traffic ONLY from whitelisted addresses and skip checking
To use the new feature, updating the cloaker files is not required.
