I found some old web2.0s that i published and most of them got deleted. The alive ones does not seem to be indexed and no baclinks.

Since, it is recommended to get aged web2.0 for tier 1, can I use these web2.0 for my new money site or since they are not indexed despite being old and have no links on them, they are useless?

Do they have articles already? If not, you should add some content+images+videos and see if it will get index.
If they are de-indexed, they will be of no use.

Yes, they have 1 article each but I never built any links on them. May that could be the reason they are not indexed.

But, even I get them indexed now by adding new articles and build high pr do follow backlink, would these web2.0s have any more power than new indexed web2.0s?

The power com from the links, if they don't have links they don't have power, PR mean nothing these day, if you want stick to one metrics it's better to choose trust flow

They are not deindexed. I never built any links on them to get these web2.0s indexed.

If it's not de-indexed, it's not best to use them for any purpose. Otherwise add content (including keywords) and then index it. If it gets indexed, then that will be better for you to use otherwise don't use it!!
