I noticed many offline web design/seo companies tend to put their link/anchor at the footer of clients sites.

Wouldn't that create a massive footprint and something Google would target and look at their link profiles more vigorously. Then they would penalize their clients sites. Seems like an easy target or otherwise?

I think Google is against selling links and when SEO benefiting links come in header or footer without text then that is consider link selling.

Dont do footer links especially sitewide, its definitely consider link selling and G will slap you with penalty. Get in-text links is the best.

Google counts many factors, you wouldn't be penalized only for footer links
