Recently I have learned that through putting the money site URL in footer link/widget could helps ranking in SERP. It wil be in transparent form or hidden text. However, I have read multiple articles that Google caught this and start to have penalty. I am not really sure should I proceed it or just remain doing PBN. As I already did thousand PBN and web 2.0, but it is still not ranking and the website owner refuse to optimized the content. And I realised that the stuffing/cloaking hidden text into the website could cause penalty as well. Hope there is new suggestion for me to rank the website

Why did the website owner refuse to optimize content?
They might never rank if the content is shitty and poorly optimized, no matter the amount and type of links you point at it.
Find a way to convince them to optimize or you take it up from them, it might just make things easier and faster for you both.
