Appeal has been rejected.

What time gap should i leave before creating next ads account. Or will they suspend that too? i will use new email, new payment method

What was the reason for the suspension? It depends, but I would recommend waiting at least for a week, will it be suspended too, can't tell, as I don't know which issues you had with the previous one.

for suspicious payment activity,

its my fault. lured by threshold i created account, got the threshold, just 3-4 hours after adding campaign it got suspended.
