Fincen vs uif

If the u.s. has fincen but el salvador has uif, could uif detect anonymous crypto debit card usage if the money being accessed hasnt been legally declared for tax purposes? Could uif detect regular purchases for gas, walmart, wendys, online shopping, ect... would uif be as stringent as fincen?
