    Kinda crazy if you think about it...seems a bit foolish to hire programmers directly from a major competitive nation with a proven track record of infliltration attempts and hacking teams to handle your treasury...I know i am probably completly ignorant on these things but just seems a bit weird.

    you aren't ignorant ... things are pretty simple . most of the time , goverment(s) grant most of the work(s)/project(s) to civil partners and companies something similar with outsourcing on IM you know ... paying peanuts and let others to do your dirty job . Thing is ... most of those workforce companies , have limited budget ; and they are trying to hire most cheapest workforce available , being chinese worker don't expect from him to ask an salary of 50-60K per year ( most probably an security expert will charge them much more ?!? ) ... Still , the fact the damn worker after he had enough luck to get hes hands on such sensitive area , even after he manage to copy the sources ... he speak with random peoples about that it's simply dumbest thing ever !

    Hope it's enough clear why they had to pay such development costs :) ... do you really think an notepad or an excel sheet will do the right job :D? or an ubot tool =)).... of course there's uncle sam moneys ... they need to keep 'em secure ...
