Did anybody solve a way to find lookalikes for gambling depositors? Ive also done so much but can't find. Ripped off so many times buying lists, too.

There's no way to directly exclude workers because Facebook doesn't offer such a filter. The problem isn't with the target, but with the system learning the wrong behavior.
When the initial data comes from the management/industry staff group, distribution will continue to follow that group.

I think you should change the campaign's goals, raise the target. Even though the audience is small, the quality is still good.

Facebook does NOT allow direct targeting of "gambling players" unless they have a legal license in the target country.
