So I see people saying you need to use a new IP if you're going to make a new FB advertising account.

If you're using new private proxies, would that be OK? Can Facebook find out you're using a proxy? Maybe by the same computer, mac address, etc?

Or is using private proxies fine to create new FB ads accounts?

They can't detect any proxies as long as they are anonymous(some of them are transparent which tell where the request comes from), be it private or public. Most of the private proxies will be anonymous and the advantage is proxy access is limited to only you or shared among few users.
