Fastest Cheapest way to promote a website

Like the title says...what's the fastest and cheapest way to promote a website.

Again...

put a blog on it. write posts based on long-tail keywords. publish those posts as articles - ezinearticles first, then other high PR article directories to get backlinks. Make videos around those keywords and publish on YouTube.

Publish Press Releases.

Once you've done those you can make a Squidoo lens, HubPage, MySpace page, all with links to your blog/website landing page/videos - the internet world is your oyster.
