I want to build a large fan page that is more brand like than fun pages so its at less risk of being taken over. Something that gives useful information to people in certain niches, like a daily article or something. I won't be running cpa or any fbml code that is against their TOS.

Does anyone have any useful tips on how to keep this thing under the radar? Is size an issue? Does facebook start manually reviewing large fan pages to see what they are about?

You'll have to verify it after 10k fans...thats about it.

    Copied this for you:

    There are 3 ways
    1. Add a badge or a Fan Box widget to your website that links to your Facebook Page.
    2. Add an email address to your personal Facebook Profile that is officially affiliated with the entity of your Page to your personal Facebook account.
    3. Add another admin to your Page who has an email address that is officially affiliated with the entity your Page represents.

If you cannot authenticate your Page through one of the methods above, please give a brief description of what your Page represents and how you are affiliated with it (e.g., I use my Page to maintain a political blog).

You get about 3 weeks time to get this done or you lose the right to share updates with your fans.

    That should help

Here is a tutorial written by the great Peter Shaw. :D

As far as staying under the radar, if you are not going to be breaking their TOS, you have nothing to worry about.

This used to the case, but it is not anymore. You will have to verify your page whenever FB comes calling. That can be until you reach 200k+ fans from my experience.

I didn't even realise that FBML wasn't allowed! I used it to get mine to 100k fans then took it off as a promise to my fans :)

It is allowed if your fan page actually represents something legit (like a website, product, or business). Once you spend some money on Facebook Ads, you will get an Ad Manager (from my understanding). You can contact this person to allow your fan page to have the FBML tab as the default landing tab. Of course, your fan page must be totally WhiteHat. Spend some money with Facebook and they will hold you in a totally different light. :D

If FBML was not allowed, it would not exist, and neither would the Static FBML app. People just exploit it using BlackHat tactics, but that is to be expected.
