You need to pay in full to FB. Can be fixed by manual payment. Always keep a balance in your card more than your set budget.

Add 1 more card, switch primary payment method to the new card, reload the page, and switch payment method to the 1st card you've added.

While foryouinlove did provide a good solution, it's becoming less effective, FB is just too unstable now but I believe the funding issue will soon pass.
