How can IP addresses (data card) und phone neumber you got from your telecommunication provider, blacklisted and unclean?
 
All of them matters. If you have enough fund, you can buy some for phone farm, and setup with ssid changer, mac randomizer, clone app

If the problem is due to blocked IPv4 addresses, I think you should reinstall your operating system or release the old IPv4 address.

From what I've seen it's not any single one of those, it's how they line up together, FB scores the whole combination at signup. The device/browser fingerprint is usually the heaviest factor, because a fresh IP and email still fail if the browser looks like it just created 10 accounts, cookies and canvas/fingerprint carry over even after you clear the obvious stuff. IP matters but it's more about reputation than VPN vs not, a clean residential IP with no history beats a flagged datacenter one. Email rarely blocks you outright, it just adds suspicion if it's a known temp provider. The instant blocks almost always come from fingerprint reuse or too many attempts from the same environment, so the fix is genuine isolation per account, not just swapping one variable.
