Facebook public figure page verification.

I want to get a fb page verified which belongs to public figure.
Public figure live is India but I am from US.
He is a model there and I asked him to visit these links:

https://www.facebook.com/help/100168986860974/?ref=u2u

But it seems these links can only open in US.
Well I am admin of his page and he said that he can provide me his id proofs so that I can send his documents to facebook for verification.
Can it be done in this way.
Real person is from India
I am from US
I am admin of his page and managing his page.
I can visit the above links and I can send his documents.

So, will facebook staff accept my application in this way.

yes you can do this job on behalf of him but do not tell this to FB staff.

If they detect VPN is there any chance that they would ban/delete/suspend that fb page.

I tried some US VPNs but still can not get access to verification page.
It says broken link.

reading this and I am just curious if all these is possible. I thought that there are some criteria that you need to follow before you have all these done and verified. I just need guys to tell me how I can do that. I have very many public figure pages that i need them verified and thus acquire the blue tick. If you have done that before, kindly let me know how it went through.
