Facebook Makes Fake Orders on E-com Sites?

Hello everyone, i am running e-com store in my country and lately i noticed some people are making fake orders on my website because i have option (Cash on Delivery).
But i also noticed when someone makes huge order (for example $500) Meta ads are not delivering properly... Because i am running $5/day ads and somebody makes $500 order than meta thinks its a real order and somehow the ads are not spending as they should....
The solution should be simple (delete the order from the adsmanager) but i don't think Meta allows this.

Any help about this problem? Or is it just me?

Maybe you should adjust your ad targeting to exclude customers who exhibit suspicious behavior or who have a history of making fake orders. You can create custom audiences based on customer behavior to target them more effectively.
