When can we create a fan page in facebook,is there any targets to achieve before creating a fan page in facebook.

You can create a fan page anytime you'd like. Once created, you have to have 25 "likes" to the page before you can create a custom url instead of the one they give you.... so you can create something like facebook.com/YourKeyword

Sorry this is out of topic, to any of you still in the FB game, do they still delete pages that get viral? Any new workaround?

There is no viral script currently for fan pages. Most people started using the tinie/neoapp.
