Facebook cost per lead

I opened a SEO marketing company, targeting lawyers (people who follows the united states bar association & a lawyer). I have spent over 2000 dollars and not one lead. It seems I am failing at this majorly lol. What are the typical cost per leads in your niche? Do I need a funnel or sending them straight to website the issue?

What platforms are you advertising on? I like to use on platform forms on meta and tik tok and can target job niches fairly well.
