Based on the image below, what's the problem?
I do split 10x test images, text, description, targeted, ads, and this is the best CTR i only got. Witch is super duper suck. :'(

    Did my targeted audience problem?

    Images?

    Text title?

    Text description?

As u can see, i tried to do test/doing niche "SEO".

And I do news feed ads.

It's a hard market. Pushing SEO on Facebook can be lucrative but your really have to be inventive in the ways you show your ad's, you will notice the ad's pulling the CTR are inventive and probably more targeted picking out a smaller group of select interests to go after.
The best way to get an idea of what is working is to monitor ad's already showing up on Facebook and around the web, you will notice the ones that stick and should give you some indication of the road to go down.
Images are also key, if I'm honest your image is eye catching but in my own opinion eye catching for the wrong reasons, people have got use to seeing very abstract images with bold 'Call to action/Statement' text, you have to think what will make someone browsing facebook want to stop to see what your offering them. So perhaps another route of images may be worth a try. Just my two cents.

You're advertising SEO to people that are already interested in SEO and highly relevant subjects. That means, they probably know a thing or two about SEO (maybe even selling it themselves) and probably flooded with similar ads.
I would suggest targeting only interests that shows some relation to web development, but not SEO or online marketing (ecommerce, wordpress, analytics etc...), and even exclude SEO related interests... (this will also make your target group smaller)
in other words, imagine what your ideal client (the one that needs your services) would be interested in (hint- that's not SEO and backlinks...) and aim to there

I am not a facebook ad guru but I guess promoting SEO has to do something with it. For most, SEO is some rocket science even though they say "i love seo". Those who know about it will never spend money on it specially clicking from a facebook ad( they might do that here, because this forum is related). I am talking from the buyer perspective obviously.

Also, how many 22 yr olds do you think have cc to buy your service? :)

Not sure the image is the thing, actually i think it's good as long as it's for the right audience. I think you're just targeting the wrong audience...

Also just noticed your keywords. I guess you are absolutely targeting the opposite, e.g. us. For me, an example keyword would have been "blog writer" instead, because we are targeting the buyers not the sellers... again... I am not a guru, specially..not a fb ad guru lol :D

I personally would raise the minimum age and maximum age, but I am no guru.

I would also attempt to reword my title to be clear and concise, yet engaging. The same goes for my ad copy.

I would adjust who I am targeting, I do not want experts, I want people who I can help with the service I am providing.

    Best of luck! :)

I'll add one more tip here. I do always go with one interest per ads set/ad when I do split test. So I can clearly see where the website clicks come from.

Change it up a bit. Maybe not people that like SEO but website owners, etc.

Think about who needs your service. Not who is interested in your service. Example, SMEs, bakery, dentist, online blogshop owners, etc. Think along this line. Your click through will be alot higher. Instead of selling SEO. Sell a solution. Example, let us bring potential clients to your doorstep. Don't need to talk about SEO, key is to arouse the audience interest. Let them become interested. Who cares about SEO as a SMEs. What they care about is how are you bringing them potential clients. Ka chin ka chin... is what interest them. So offer this solution to them. SEO is just a mean to an end. Sell the end not the mean.

    Hope this helps.

Can't expect sales to happen immediately. Noticed that Facebook has been promoting their advertising service as raising brand awareness of late and not so much about conversion to sales? :)
