I have heard mixed opinions on Facebook's promotion service. It seems to me that everyone get the likes they pay for but some people noted that the likes they got were from accounts that had like 1 friend and no profile picture. I have also heard that it payed off for others and they were able to leverage the likes they got from promoting into more likes through quality content.

Also does anyone have any tips of how to word the ad so you cost per like is a low as possible?

I did and got 12 likes for 6 dollars. They are legit but I have not seen any interactivity yet.

from my personal experience growing pages no it is not. You will get similar results from advertising your page on other pages (posting as your page contributing to the community, not spamming your url)

I tried to boost my page with 100$ once and I got 50% of the likes more than I got naturally per day for a few days. I stopped investing that but this is just my personal experience

It will depend on the niche. I've seen people get 500 likes by investing $5 on a semi-competitive niche.

Its profitabele, you will need to select the the audience carefully and create an ad that makes them click the Like button. Social Media is a long-term investment. If you wish that every fan you got buys your product the min they like your page, that won't happen.

Social Media is earned media, not paid media.

I have used the promoted posts a few times for smaller pages, around 10k/15k fans & it was reasonably priced... large pages cost to much imo to promote posts. I would wait to see the response from fans first & if I had a like for every 40 views or less - it was worth promoting... it can kick start a good viral campaign. A lot depends on the quality of post & initial reception. I've had legit likes for 1cent to 5cents each, lots of comments & shares... it can be worth it.
