Yes, you can reconnect the Instagram to another Facebook page, but if the IG itself is flagged, reattaching won’t bypass restrictions.

  • Login patterns & devices
 
Yes, you can delete your Instagram account from a banned Facebook page and connect it to another Facebook page under another Facebook account to continue running ads

Maybe, but if you get banned frequently, you should change your Facebook account and social media page so it doesn't affect your Instagram account.
