Facebook Ad account banned

You should use a stronger account and for some sensitive products you should use cloaking methods to avoid account ban.

All accounts are likely to be banned when you run products that violate Facebook's policies. You should look for business accounts that have spent and have high limits. They will be better and less restricted than new accounts.

What is the reason you are banned? If you are running a BH product, then creating a new account will also be banned.
 
You can create a new account, but before using that account to run ads, you should warm it up for at least 2 weeks so that Facebook does not recognize anything unusual about your account and disable it.
