Is it better to let the original niche for an NDD, in order to to play the "card of naturally" with google or to rebuild into niche's site ?

Repurpose the domain however you see fit. It's natural enough, unless the domain name and niche are completely off.

But "repurpose as you see fit" is too broad, concretely, he wants (and so do I) to know how google treats websites rebuild from the way back machine; is it ok in the sense that it gets the power it had before the shut down, or does it scream PBN?

The backlink power is the same, whether the domain expired yesterday or a year ago. If no backlinks were lost ofc. With the rebuilt sites, your niche relevancy isn't spot on and that's a problem. Contextual link targeting same keywords as your money site has the most power. If you rebuild site, it will never be spot on. Plus, there are niches where you simply won't find a niche relevant domain at all.
