    Hey everyone,

So I am trying to find expired domains, and I found a few actually.
    The metrics are
    DA 29 PA 35 MozRank 3.9

I have looked in google and all pages are indexed except for the homepage, does this mean anything?

Funny how you use exactly the metrics, which have aboslutely no value. You should start with the number of referring domains they have. Because this domain can very well have 1 RD with a sitewide link and be completely useless.

The fact that that the homepage isn't indexed isn't too good, but they shouldn't be penalized. Have you checked the history? Are they clean? What about the anchors etc? If those sites are former PBNs or have another kind of terrible history, I would definitely avoid them, regardless of the fact they are indexed.

The previous owner probably redirected the home page somewhere with a 301 and didn't redirect the other pages.

Either that or the home page had identical content to some other page, and got delisted.

Does that mean I can register it and get it indexed in google or not?

That's why I told you to check the history so you will know whether you can or cannot get it indexed.

It's generally down to the question of "how long's a piece of string?" There's generally as many opinions as SEOs.
But you should follow Nargil's advice and check refering domains + archive.org. Then, if you feel it looks legit you can take the risk of spending the $7 to get it registered, set up wordpress, give it a quick first post with a 300 words rambling and a video and use the fast indexing technique of using the Google XML sitemap for videos Plugin to see if it gets indexed. It generally take 2/3 days max. If it doesn't get registered forget about it.
As always, metrics are metrics, they don't always represent what google likes. Better check the link history even if a simple backlink checher like backlinkwatch.com

How much does it cost? The basic registration fee? If so, then the time you've spent wondering has already cost you more than $9.

It's easy to fake these metrics with 301 and spam. Make sure to check the backlink profiles and the history of those domains before you buy them.
