Depends on what kind of backlinks they have. It's not a "new" domain if it previously had some history. You can consider it expired domain as well.
All comes down to their history, quality of backlinks, how strong those domains are and so on. It requires some analysis to find out whether the domain isn't penalized, whether it has clean history, clean anchors and so on.
Point of expired domains is that they already have some backlinks in place and are considerably stronger than new domains without any history. They can be used for money sites for some extra boost or, primarily, for PBN networks to link back to your money site.
