Expert on PayPal

I have an existing PayPal which is limited since 2016-2017

There has $152 available. Now PayPal is saying "Accept your money" or PayPal Cash is the second option. I have no idea how can I accept the money. If anyone can help me with team viewer and can able to successfully can cash out, then I can pay the freelancer $30-$50. If anyone is really has success in this way can reply to my thread or can direct message me. I will share the team viewer to him.
