expected scrub rate?

If I open a content locker on my site, and I populate it with 1-page offers, mostly zip and email submits, and after my visitors unlock the content they bounce, what scrub rate should I expect? Also, does anyone know of any cpa networks that don't scrub (much)?

I can't test because I don't have a site yet, and I want to see if the great minds of BHW can help me decide if it's worth sinking money into yet. Also, I have a list of CPA networks I intend to use, I just wonder if there are any I may have overlooked that anyone could recommend.
