My site is targeting 10 exact match keyword with 10-14% per keyword and 20-30% for naked url and brand name. Would i get penalized for targeting multiple exact match anchor?
 
No you wont be penalized for targeting multiple exact match keywords. But dont go crazy, keep your %'s low, you dont have to go hard on them anymore.
 
I just noticed you said each exact match keyword is at 10%-14%, im not saying you will be penalized for having it that high but I personally would lower it some.

Are you targeting all 10 exact match keywords to one landing page?

If so make sure they are closely related variations of the main money keyword.

For example:

Los Angeles Web Design - main money keyword


Longtail Variations

Los Angeles Web Design Company
Los Angeles Website Design
Los Angeles Web Design Services
Los Angeles Website Services


If you properly and safely distribute the anchor text among these keywords you should be fine. However the bulk of your anchor texts should be raw url, LSI, generic,etc.

Just ensure you don't keyword stuff and try to rank multiple products / services targeted to one landing page.

For best results always target 1 service / city per landing page in order to achieve a perfect on-page score and give google a solid concise view of what your page is about. Google loves relevance :)
