Etrade not longer gives atm card if you live outside USA. Any ATM card to attach to them ?

I have an etrade account since 2007, however since I did not use the Visa for like 8 months they cancel it. Problem is that they are not sending any new Visa card if you do not live in USA ( if you do not have a Social security number ) . In fact, I heard that they are doing the same even if you have a SSN and if you live in certain states.
Anyway idea what Visa/MC can I attach to them to withdraw ? I have a payoneer but I use it with paypal, do not want to mix it .
