epromoted

Hi ... anyone heard of epromoted? What does it do, besides sometimes send visitors to my site, for no apparent reason? It has an address, in New York City, but no phone number and e-mails go unanswered. Once in a while, I get from a few dozen to a couple of thousand visitors sourced from epromoted. Am curious as to what's what. Any ideas?

Traffic merchant is my best guess. Seems to be defunct.
