English Tier 1 Backlinks To Non-English Site

    I tried to find the answer from the Search but find nothing.
    If I build backlinks using English content but the anchor text is in foreign language. The anchor texts are linked back to my foreign sites. Will this affect SEO and Google rules in anyway?
    Any answer will be greatly appreciated.

    That is not good idea except web sites are in same niche

    I did it before penguin, and worked well, but lost rank after penguin update and dont know if it works atm.

    I'm also trying to search for information on how to rank foreign sites. Some say it doesn't matter if the article is in english and only your keyword in foreign language. In my opinion it would make much more sense if google gives more value for links from sites and articles in the same language as the site you're trying to rank. Also, it would be great to know if links from country-specific TLDs have anything to do with rankings.

    For example, if you try to rank siteX.de you would rank higher with links from siteY.de and siteZ.de instead of site.co.uk

    This is very popular question. I had the same problem.
    I posted cyrillic URLs in english articles and the result was not great.
    It helps but not enough. But try to make social bookmarks.
    Use titles, descriptions and tags in your language. It works like charm for me.

    The content surrounding your link is most relevant for the terms of linked site. In other words, it won't help too much to rank for terms in native language, but it might help ranking for English terms.
