Can my website easily go down if i upload movies and tv shows on movie hosters like mystream.to and make the links embedded on my website ?
Is this legal or illegal ?

All movie stuff illegal , except free crap.

Use dmca host and it offsite including domain and use pre top up cards .

Illegal. You need to use offshore hosting+ Cloudflare

Tell me one more thing, is it possible to check if a website is using a vps offshore hosting or a normal one ?
Isn't DMCA only for America ?
In my country there are almost no copyright laws.

Ur country make not have any DMCA laws but may be compliant with other countries.
As in most countries will comply with another countries request for information/prosecution
