Bought something on eBay and got this at checkout. What's the catch with the Paypal credit and $10 back? Can someone explain it shortly?

Yes, it's a line of credit extended to PayPal user's who are credit worthy. It's the same as having a credit card, if you check out with PayPal credit, you will be paying not with "your" balance you will be paying with the credit line (Which will need to be paid back with added interest).

So why would I choose Paypal credit if they are charging me interest? Doesn't sound right to me.

While you're paying interest, it's a convenience as when you use "PayPal Credit" to make a purchase, you're spending "their" money. It's no different then a traditional credit card or loan through a bank who charges interest on loans or credit lines.

Would you loan me a $1,000 loan at 0% interest? No because if you're not making money "on your money" by offering a loan, you're better off keeping "your" funds for yourself and investing in to your own projects that will bring you a return.

While it sounds a bit tempting, I decided not to choose Paypal credit.

Thanks everyone for taking the time to reply.
