Ebay and Paypal limited 7 months ago - Save it, or how to make another?

So after selling a bit on Ebay, my account was limited in April

"Your PayPal account has been limited because we've noticed a significant difference in the types of goods or services you are selling."

They wanted a lot of stuff : Supplier info, invoices, proof of address, ID, and more. So I only had $30 in the account so I didn't even try to get it back.

Now I can withdrawl the money, but it's not letting me. Any way to save the account (Without spending like $200 on second eye) or creating a stealth?

Consider the 'get what you pay for' saying. It implies here. Either pay to fix your own(buy doctored files) or buy a stealth.
