Easy to beat competitor with no SEO clue rank in G for one specific keyword - my questions

    I found a website (PR4) in one particular country which rank for a one specific keyword and has no other competitors. Moreover, the admins has no idea about SEO, the website rank by itself and its completely SEO non-friendly. I laugh when I saw stats from some tools I use.

    What is impressive:
    - Website rank alone for this keyword (without SEO clue for sure)
    - Has over 150,000 likes on Facebook from real people and lot of them active, posting every day on the wall
    - No Twitter profile.
    - Is not in English language (but keyword is in English lang.)

    Well, hard to guess how many visitors has...however..
    I decided to get to #1 in Google for that keyword and beat them.

    But here comes my TWO stupid questions.

    1. How to rank for this keyword for that specific country? Do I need for that change in Google Webmaster Tools my Geographic Target ("Target Users IN: ..." to be reached by people who using Google from that country?
    At the moment I didn't tick that option, I left blank for rankings in Google.com.

    2. If I rank for one, I repeat ONE specific keyword at the moment, to get them to second position, all I have to do is repeating in anchor links/alts/inner linking the same keyword over and over?

    I need solid plan to make it fast and efficient.
    My website is new and PR0, that website is 2 years old (PR4) but I still believe I can do it! :D

    Bonus question: What would be your plan?

    what is the exact search in that country per month?

    He wants to know if the site is an Exact match domain that means:
    keyword.com/net/org
    And I didn't really get where do you want to rank it in google.com or where?

    Yes, the website is keyword.XXX - not com/net/org either

    According to my question - as you may know you can choose in Google Webmaster Tools your target (specific country), I am just confused, that it will improve ranking in SERP in THAT specific country or what. To be honest, I dont want to activate this option cause maybe my site will drop in UK Google's SERP.

    So if you want to rank in google.com just set a meta tag that your site is in English language

    No, you didn't get me mate :) I asked is it crucial if the website is in non-English coutry in language different than English, should I switch my target in Google Webmaster Tools due to improvement of ranking in SERP for a keyword same as that website?

    Sorry, I think I got it now.

    My Websites are all in America, but my sites are German and I rank very fine, that won't be a problem I set that to the header:

    <meta http-equiv="language" content="de">

    and everything went fine, I made some backlinks on .de sites and that's it.
    I hope that I understand you right.
