Among these 3 options, what is the best program for someone with no experience web designing whatsoever?

If there is another option please let me know.

    No way! :)

You have layouts made for you or you can create your own with Artisteer (BHW Search for it). You can add pages, you can add plugins. It's way more than just a blog.

Joomla. Learn it and you'll be very, very glad that you did.

Both joomla and wordpress can be used as "just blogs" but they can both also serve as platforms for any type of site that you have need of. I like joomla just because the themes for it seem a bit classier to me.

Depending on the intended use of the site in question, you could choose from a vast array of tools to build it. It really just depends on what type of site and what sort of features you need it to have.

Xsite pro was made for complete noobs. Get that.

Dreamweaver is a step up from XSite Pro.

Flash shouldn't even be in this category.

Lurking is right about Flash. Why is Flash here? Flash is no longer used in web design unless you're stuck in the early 2000s when everyone thought it was really "cool". Generally, flash is only used for animation purposes and video.

If you really want to learn web design I recommend learning to code, not using some program that codes for you such as dreamweaver. Learn html and css.

But if you just want to make a website for the sake of money, and don't care about making it yourself, just install wordpress and buy a theme.

Dreamviewer, also "Flash" is very vague, what do you mean by Flash? There are many applications that will allow you to handle flash. Dreamweaver is what I recommend for designing, and eClipse for programming. It comes down to what you want, as Belaxandor clearly states.
