Domain penalized, can I reuse part of it?

    Hey guys

    My website got a penalty from google for back link over optimization with EMA anchortext.

    My question is, can I use the content and design again?

    1) Can I just copy/paste all content to a new domain, or will I somehow get hit by duplicate content I was thinking to use rel=canonical from the OLD subpage to the, ie from penalizeddomain.com/keyword-money-page.html to newfreshdomain.com/keyword-money-page.html?

    2) Can i re-use the design, it would be pretty much easier just to copy the site to another IP/server, than create a new one

    3) Would penalty get passed with a 301 redirect or is that safe?

    4) Should I just forget ALL about the old penalized domain?

    Penalty might pass via 301 redirect.

    Penguin update affects pages and not the domain. So, get a new page like www.yourdomain.com/welcome . Build it like a new page. Forget about the old domain for quite some time now. Once you get enough natural anchors to this /welcome page, 301 the main domain to this page.

    Pay someone to re-write the content, get a new theme, new domain, and move on is my advice.
