I need to check if a domain available through. What is the best and cheap way to do that? Any domain registrar that provides API?

You can just use a registrar domain availability lookup if it's just one domain. Most major Registrars offer APIs with the exception of GoDaddy.

The issue will run into is the TLDs they support. Robowhois is good but also you can just tack onto the end of whois domaintools a slash domain and it will spit back out the whois record.
