I'm trying to buy few domains to use as PBNs
Can i buy an aged domain (1 year+) without backlinks and start building links to it?
Will that help to avoid its sandbox?

I wouldn't do that. An expired domain without backlink is almost the same as a brand new domain. Expired domains are only special if they have strong backlink profile. My 2 cent, buy a brand new domain and build a good backlink profile. Google will not sandbox your site if you have unique contents and a good backlink profile.

I've just started a site ive owned the domain for 2 years, spent last 3 months on it, still sandboxed.

domain age has nothing to do with it in my opinion. Its behaving exactly like my brand new domain was before it took off.

I think how long the website was indexed is what we should consider, not?
Was the website indexed in the last 2 years? If no, then it's normal to perform as a new website as google just discovered it
If yes, then it might be a different story,
But, I'm seeing Google ranking aged websites/pages without even a strong backlink profile all the time (no hidden pbns, i'm sure in some cases)

The age of the content itself is the important factor here. Just having a homepage in index doesn't mean anything.

Lately, entire fucking Google is one big sandbox. Shit not getting indexed, crawl rates are pathetic and spam is ranking everywhere. Pushing updates when you can't even handle the influx of the new content due to lockdown is the most idiotic idea ever.

Tell me about it indexing pages into Google is a pain in the ass.

I got 3K word articles not being indexed for 2 months now on 900RD domain. Half of the posts on that site (300) is not getting indexed. Even when I force Google to recrawl and index, they only appear in the search engine for half a day, then disappear again.

Whether or not GSC claims that pages are indexed, doesn't mean shit. Unless they are shown with site:domain.tld, they are not ranking for absolutely anything.

It's a relatively young site, but this is ridiculous.

One of my website 150 posts on site only 9 posts indexed on Google 4 year old expired 8RD domain good history no spammy backlinks that I scraped myself using ahrefs.

Most of the expired domains will have backlinks, you can disavow it once you purchased those domains.
